Negotiating Arab-Israeli Peace

This seminar will seek to accomplish several goals:  you will be introduced to main concepts and general principles from negotiation theory; you will study in depth a number of the most important moments in Arab-Israeli peace negotiations; and you will work with other class members to develop a negotiating strategy for dealing with aspects of the on-going Israeli-Palestinian peace process.

 

For the ten class sessions from September 3 through November 5, you will write eight short essays (2-3 pages single-spaced).  I want everyone to write a paper for September 3 on theory; after that you may choose the remaining seven cases.  Each paper should critque main ideas from the readings as well as develop your own point of view.  You should try, where appropriate, to integrate theoretical ideas with the case materials.  The papers will be due on the Sunday preceding class by 5 pm.  I will read the papers before we meet on Wednesday and we will discuss them in class. 

 

Each week, I will ask some members of the class to take the lead in introducing one or more of the readings, or one of the additional readings for the week.  I also expect each student to participate actively in class discusssions.

 

Toward the end of the semester, we will engage in an in-class simulation that will carry on over two weeks.  The class will be divided into several teams – one for Israel, one for the Palestinians, and one for the United States.  Each team will develop an initial strategy paper; will keep track of how its positions evolved during the simulation; and will produce a final report that will be presented on the last day of class.  Our goal will be to replicate as realisticlly as possible the actual neotiating situation between Israelis and Palestinians, with the goal of identifying key tradeoffs that would be needed in order to reach a compromise agreement.
